Provide software and systems engineering support to the Air Force Human Resources Systems acquisition program management office, which is within the Business and Enterprise Systems Human Resource Systems Directorate (AFLCMC/HIH) at Randolph AFB, TX.




  • Technical / Analytical skills in systems/software engineering and support to full acquisition life-cycle from pre-award to post-award, development, testing, and fielding.
  • Experience in Air Force Program Acquisition and system engineering policies, procedures, and practices.

  • Experience as a system or software developer for large enterprise software or ERP system.

  • Experience on Oracle EBS is highly desired


  • Knowledge of Data Base Management Systems, Service Oriented Architecture (SOA) systems, Enterprise Service Bus (ESB), and Application Servers

  • Must be able to work in an IPT environment providing guidance and recommendations to the IPT members

  • Must be highly organized and proficient at communicating and prioritizing work

  • Must have an active US security clearance.



  • Provide expertise in technical planning, project management, and software/system engineering processes to develop and manage technical product development
  • Review and provide system and software engineering and technical advice /assistance on project deliverables such as:

    • Software Development Plan
    • Software and Interface Requirements Specification
    • Software and Interface Design Description
    • Database Design Description
    • Software Test Plan, Test Description, and Test Report
    • Software Product Specifications
    • ERP Fit/Gap Analysis Reports
    • Data Migration Plans / Reports (Technical Reports)
    • Interface Control Documents (ICDs)


  •  Participate in Integrated Products Team (IPT) meetings and reviews to ensure development contractors are meeting program requirements
  •  Provide software/systems engineering, analyses, specialized technical support to technical interchange meetings, direct assistance to program managers to support the design and fielding of HR systems
  • Responsible for supporting the government in the planning, design and implementation of system interfaces required to support current and new capability requirements.
  • Prepare interface design specifications for engineering systems, prepare estimates and cost analyses, and coordinate organizational support activities for a project.
  • Maintains reviews and develops technical data required for interface control agreements and associated interface control descriptions.
  • Perform validation of systems interfaces, including development of criteria and procedures.
  • Assist in review and coordination of engineering related acquisition documentation in support of development of Enterprise Resource Planning (ERP) systems.

  • Participate in technical exchanges for the design, development and implementation of Oracle Enterprise Business System (EBS) human resource (HR), payroll and absence management
